because  they use RNA to make DNA 

They use reverse transcriptase and use the RNA to make DNA much the way in normal living things RNA would be used to make DNA.

Retrovirus do not follow central dogma because their genetic material is not DNA.  Instead they have RNA that is converted to DNA by the process called reverse transcription or Teminism with the help of enzyme reverse transcriptase.
