Bismuth due to its inner pair effect does not exist with variable oxidation state. It adopts layer structure. Hence, Bismuth does not show allotropy.

Correct answer is:- (1) Nitrogen 

Nitrogen does not show allotropy due to its weak N-N single bond. Therefore, ability of nitrogen to form polymeric structure is less. Hence, option A is correct.
