then 

x² + y² + 4x + 2y - 1 = (-1)² + (-3)² - 4 - 6 - 1

= 1 + 9 - 11

= -1 < 0

Hence point (-1, -3) lies inside the circle.

Therefore, no tangent can be drawn from point (-1, -3) on the given circle.
