(b) Hepatitis B, unlike Hepatitis C, does not have a vaccine.

Recombinant DNA technology has allowed the production Vaccines on large scale production. e.g.. hepatitis B vaccine produced from yeast. That means Option b is wrong, and we are asked to find wrong option.
