acc to question
`2 pi (r_3) = 2 pi (r_2) + 2 pi (r_1)`
`cancel(2 pi) (r_3) = cancel( 2 pi )(r_2+r_1)`
`r_3 = r_2+ r_1`
`r_3 = 9 +19 cm`
`= 28 cm`
